can someone explain to me the military utility of this helicopter ? looks like a mini helicopter you can get on uber in some cities

In reality those small helicopters are really good trainers. They are easy to maintain, low consumption and allows bigger units to save unvaluable flight hours keeping pilots well trained. So I think they are useful still.
But at long term IRIAF and artesh would need a newer helicopter for such task. Electronic avionics for training pilots at night and bad weather conditions. With old analogic Bell 206 won´t be enough.
 
A very old aircraft certainly requires more hours of maintenance and theoretically the probability of accidents increases as it gets older, but it should be remembered that even new aircraft are subject to accidents which lead to their loss.
Accidents can be limited by having excellent technicians available who guarantee maintenance and have spare parts available.
Certainly Iran has demonstrated that it has the front line with enormous knowledge of its current aircraft and how to obtain or make replacements.
When and if new 4++ generation aircraft arrive it will be a big leap forward for the Iranian Air Force, but it will also be a huge commitment for the technicians who will have to learn to manage and work on these aircraft completely different from those currently supported.

Are these Iran's Kinzhals? Reza_Mad says they could be launched from F-4, F-14, Su-24. (I don't count Su-35 yet because we haven't seen them in iranian colours so far).
Any specs for these ALBMs, weights, dimensions?

That is what happens when you try to make one plane satisfy role of all your armed branches.

But it is still a very capable plane problems aside. Every plane Americans make have problems, even F-14 had problems with nightmare maintenance and high maintenance cost per hour ($25,000/hr in late 90’s in USN).

he is speculating, we have not seen air launched versions of any of these missiles

and in their current configuration they are probably too big / heavy

Iran has unveiled a massive, heavy-duty drone with a 22-meter wingspan, reportedly capable of flying up to 4,000 kilometers. The Shahed-149, also known as “Gaza” in reference to the war-torn Gaza Strip, was revealed by the Aerospace Force of the Islamic Revolutionary Guard Corps (IRGC) during the recent “Great Prophet Authority” military exercise.
