Abolfazl Amoui, the spokesman of the Parliament's National Security and Foreign Policy Commission, while presenting the commission's report on the proposed plan, said: The plan to strengthen and develop science, research and defense innovation in the country (the plan to establish the Sepand Research and Innovation Organization ), which was referred to this commission for review It was discussed and exchanged with the officials of the relevant executive bodies and experts of the Majlis Research Center and it was approved in the meeting dated 21 April 1401 with amendments in the text.
Regarding the issue of this plan, he said: The issue is the approval of a legal infrastructure to advance the activities of the Defense Research and Innovation Organization, which is called " Sepand " in short. The Sepand organization was formed in 2009 at the suggestion of Shahid Fakhrizadeh and is currently active, but the legal infrastructure is necessary for its activity, which we are deciding about today.
The spokesman of the National Security and Foreign Policy Committee of the Parliament called the purpose of forming this organization to deal with emerging threats and to reach new technologies that are progressing in the fields of defense and security in the world and added: Some of these technologies are offensive technologies and some are Ability to deal with enemy threats. Currently, Iranian scientists work in areas such as lasers, nuclear defense, electromagnetism , and sound in the Sepand Organization, and their achievements are presented to the country's defense complex.
Pointing out that in the world today, a large part of research and development in new technologies is based in military centers, Amoui said: In our country, thanks to the efforts of Martyr Fakhrizadeh in 2009, based on the plan of the General Command, an organization to advance new research and New researches in the field of technology and defense were formed and in 2017, after the decision of the General Command, the field for its activity was provided. The purpose of the work is to focus on research and development in areas that the private sector is not ready to invest in, but in the proposed plan, it is provided to use the capabilities of the private sector.
He stated: According to this law, an independent organization under the Ministry of Defense will be established, whose agenda is to promote research and development in new technologies approved by the General Staff of the Armed Forces. In terms of human and financial dimensions, the plan foresees the use of the existing human resources of the Ministry of Defense as well as the budgetary resources of this Ministry.
