Frankly, as it should be. Even here with commercial construction in the US, I had to deal with X number of trees and other "Go Green" items as part of the design and development of our distribution centers regardless of the jurisdiction.This is one area Pakistan is several lacking, in urban planners. In the village I live in the municipality wouldn't approve any construction plan that's lacking in a pond, park, trees, bushes & shrubs. In my subdivision, there must be one tree in the front and back, and minimum of three shrubs. Then you have guidelines for stormwater management, road management, etc.
In the end it's about creating a health and livable ecosystem. The above simple adjustments can help solve the dust issue and poor air quality.
These above items wouldn't cost mush to the state or people, it just requires a regulatory framework and accountability.
In my own personal case, we will soon (finally!) be moving forward with the construction of our next home. Development plans require a landscaping plan as part of the submittal again with so many trees required. Given the size of the property, we plan to plant well in excess of the minimum.
