If FC, Levies, Rangers, scouts and other paramilitary forces are united into a single organisation / force, under the direct control of the interior ministry, without any officers / solders being sent from the servants of the people, then security situation could improve.

It serves as an effective alternative when servants of the people are busy elsewhere in politics, corporate farming, and now a new business is about to start....their own Steel Mills, which is of course going to go into a loss when all the retired servants of the people are going to be given job in it.
