If most of the funds were to be dedicated to Qaddafi's upgradation it would have been better not to have invested in that - and as yet meaningless - building added to National Stadium. It would have freed up funds for more improvements in Qaddafi and complete the project with quicker pace. We, the people of Karachi - no matter what our ethnic ID -would understand the compulsions. After all, we are used to getting sidelined
