Yep, but it's often those same countries that know solid fuel, metallurgy, and stuff like that really well. We can trade our product know-how (with real test info, validation, qualifications, etc) for their upstream know-how. They get the munition and we get the underlying industrial base to at least support our needs.

It annoys me that babus aren't pushing the Saudis to buy these systems especially the Fatah 2 which currently has no analogus western system for the Saudis, we always sell ourselves too short.
