all of those things you mentioned require a form of taking a satellite into space...Space program is a lot more than just getting there to outer space
The biggest bang for the buck is space applications
remote sensing
broadcasting
telecommunications
weather
satellite navigation
military reconnaissance
science in general
It takes a lot of research tailored to a country to make the best use of satellites.
Sure satellite launch vehicles give you a sense of independence. Countries need to think more than just launching satellites
all of those things you mentioned require a form of taking a satellite into space...
can you explain in detail one application of space technology you have in mind that doesn't involve needing a space launch vehicle to launch something into space or orbit
so you want to build satellites and let other countries launch it into space for you and call that a space program? even universities around the world can do thatyou can get a whole bunch of countries to put a satellite for civilian purposes (may be not Iran, but Pakistan should not have any issues)

putting your own satellites into orbit = not a space program
paying someone else to put your satellites into orbit = definitely a space program
