Whether it be terrorists, civilians or security

This is a bit disingenuous, faujis were the ones that were negotiating with terrorists while they controlled Swat and Waziristan, big reason that allowed the TTP to rise was because while they were "Negotiating" TTP would build strength in certain areas than launch attacks.
