They already do, but also in Taiwan, where there's a lot of RnD work that also goes on, apart from mass production of GPUs and motherboards etcCan't speak for Nvidia but Intel and AMD both can produce wafers today here in the US.

Where's India at, we starting with a 28nm forge, yeah ?I don't know them all but I think Broadcom produces in USA and Philipines. Samsung probably in Korea. GFS had some foundries in mainland China but I think their non-Chinese customer base is smaller. ARM itself is about to start making their own chips but in TSMC foundries (probably a mix of TW and US)
As to any big foot print in India, unless Modi or similar is assured of a long tenure there may hesitation to shift lock stock and barrel. We can certainly expect diversification however with stuff happening in China, India, Vietnam and select Arabian countries
