The original document can only be released by the government, and even IK chose not to do that when he had the authority to do so.

It is time to accept that IK lied about this matter 100% and give it a rest.

A number of issues with your comments.

1) IK did try to release the cipher, the courts literally stopped him. So his ability to release the cipher was literally stripped away.

2) the intercept and drop site are both reliable. Providing seed money isnt the same thing as ownership either. For example, i provided money to my brother to open his own mechanics shop, but I don't own it.

3) IK did not lie, and time has proven him right over and over again. If the government says hes lying, then release the official cipher...but they won't, because they know IK is telling the truth.

Anyone who still believes otherwise has had their eyes shut since IK was removed.
