They could but they won't, Democrats are controlled opposition for the Republican ruling party, nothing more.The midterms do actually have an impact of the war. If Democrats seize the House and the Senate, they could pass a bill in the House of Representatives to end funding the war,
Will simply never happen.and if they could gain a limited number of Senate Republicans to join them, they could gain the 60 votes needed to override the presidential veto.
