China Wants Foreign Scientists. The Public Says No, Thanks.​

Since Beijing announced a new visa to attract young science and technology graduates, a backlash has erupted online, forcing the government to respond.

When the Chinese government announced a new visa to attract young science and technology talent, it advertised the move as another step toward becoming the leading scientific power, one to which people from around the globe would flock.

To many in China, it was a gross mistake.

In the days before and since Oct. 1, when the visa was supposed to come into effect, commenters have accused the government of inviting foreigners to steal jobs from Chinese people, at a time when young people are finding it harder than ever to land work. They have suggested that foreigners are being blindly worshiped, a longstanding national sore point.

Prominent influencers have also stoked nationalism or xenophobia, claiming that China will be overrun by outsiders. After Henry Huiyao Wang, the president of the Center for China and Globalization, a research group in Beijing, praised the new visa, people on social media called him a race traitor, and their posts were shared thousands of times.

Platforms have been especially flooded by racist comments about Indians, after Indian news outlets reported on the Chinese visa as a possible alternative to the highly popular H-1B visa in the United States, which now comes with a $100,000 fee.

The backlash grew so fierce that the Chinese Communist Party’s official mouthpiece, People’s Daily, published an editorial calling criticisms of the visa “outlandish” and accusing opponents of misleading the public. Hu Xijin, the former editor in chief of Global Times, a nationalist tabloid, defended the policy, saying in a video that he saw fewer foreigners in China than in Japan or South Korea.

“To be honest, it’s not that there are too many foreigners coming to China right now,” he said, “but rather that there aren’t enough.”

The public outcry suggests that China may still struggle to attract the world’s best and brightest scientists, even as the United States has cut research funding and pushed many prominent scholars to consider leaving.

Anti-foreign sentiment has grown in China in recent years, as the government has warned of hostile overseas powers and urged people to report potential spies. China has historically had minuscule levels of inbound immigration, and many cultural and legal barriers remain for foreigners seeking to remain long-term.

When the government proposed slightly loosening permanent residency requirements for foreigners in 2020, it eventually retreated in the face of a similar backlash. (China granted fewer than 5,000 permanent residency cards between 2004 and 2014, according to People’s Daily.)

Even in defending the policy, the People’s Daily editorial assured readers that the visa would make it easier for young scientists to come to China, but that it “cannot be equated with immigration.”

It is unclear whether the visa would even grant the right to work, as opposed to simply allowing people to conduct business and educational “exchanges,” as state media said after the visa was announced. Eligibility details have not yet been released, even though the launch date has passed. Officials have said only that applicants would need to have obtained a bachelor’s degree in science, technology, math or engineering from a top university.

The difficult job market for young people has been a potential flashpoint for years, as China grapples with slowing growth. China’s leader, Xi Jinping, has said that ensuring employment is key to preventing social unrest. The latest jobs figures, released in August, show youth unemployment at a new high.

“Among people from every walk of life, educational background and age group I’ve met, everyone says: Work is hard to find,” a popular manga author who uses the pen name Feng Xi Shen Lei wrote on social media. “Given the talent pool in China, I don’t believe that there’s any position in any field that must be filled by a foreigner.”

Commenters also attacked the requirement that applicants need only a bachelor’s degree. Many young Chinese say that they need advanced degrees to find jobs, because of stiff competition.

In reality, foreigners who enter on K visas may not directly be competing with most of the unemployed young Chinese.

That is in part because of a mismatch between supply and demand in China’s job market. Many recent graduates are struggling to find jobs because the sectors that have historically employed most of them, such as real estate or education, are suffering. But in fields such as advanced manufacturing or artificial intelligence, China needs tens of millions more qualified candidates than it has, according to the Ministry of Education.

Though China produces the most science and technology graduates in the world by numbers, those graduates make up a smaller proportion of the total work force than in many Western countries.

Denis Simon, the former executive vice chancellor of Duke Kunshan University and an advocate for more scientific cooperation between the United States and China, said that greater transparency about how the visas will be granted could help ease people’s concerns. But he said Beijing was sending a clear signal that it wanted to bring in more foreign expertise.

“This is part of the longer-term reforms needed to attract high-end talent,” he said.

US still exports a lot, second only to China, so why the Yanks always complain about Chinese exports simply because it's no longer number one ?
Maybe he's complaining that China doesn't buy American oil and weather. The top three U.S. exports are all related to oil and gas. (crude oil, finished oil, natural gas)

This might be a stupid move considering there are many Chinese new graduates having difficulty to find work, all you need qualification for K Visa is a STEM degree. Li Qiang gov maybe misguided because it has good success in the promotion of recent free travel visa to enter China for many countries. Indians can go to work in your BFF US, don't eyeing employments in China now.

I think it's a good thing for high-end talent to come to China. After all, truly capable people mean being on the pyramid, which means having a high threshold, and no one can replace them. Of course, we need strict control to allow truly capable people to play their own value. It is also necessary to prevent malicious people from exploiting policy loopholes.
 
I personally asked some friends if they accept foreigners living in China, most of them said they are Ok with that, but when being asked if they like foreigners to be their immediate neighbors, everyone said no.

In theory, it is fine. But in practice, who defines who is a gifted scientist? The H-1 B program has been abused to bring in run-of-the-mill project managers, DevOps engineers, and nurses.

On immigration, it does not matter what the CCP wants. If Chinese people do not want immigrants, that is the way it is. I am not going to call Chinese people racist or bad names.

But America's ability to absorb talent from the rest of the world is a big plus for America.
 
China should definitely encourage Pakistanis to apply, after all, they’re iron brothers who deeply respect each other. I’m sure the crème de la crème of Pakistan’s scientific elite will be on the invite list. Clearly, China knows where to find frontier talent.

Iran could have been given massive amounts of weapons to defeat Israel, yet there were more important things, Russia was too busy defeating Europe for the Trump agenda.

That was a microcosm of public opinion that was once ok with the Chinese economy dominance. That changed in February 2022. If the US loses Europe, US has nothing.

As the US was chimping out over Huewei years ago, Europe embraced Huewei. US bullying was not working with the Europeans. Russia changed Europe away from Chinese to more skepticism about the rise of China and their economy.

Europe supporting China's economy and trade rise (BRI) was the cementing factor in China leading the 21st Century for peace and prosperity. That ended in 2022. A person with the name that begins with "P" ruined it for China.
Please stop. If the Chinese government were to issue an international currency to replace the dollar, it wouldn't be a gold standard, it would be an electric. The gold standard is for cudgeling; the electric standard is for killing.

According to ijiwei, citing Yicai, Qiyunfang, a subsidiary of SiCarrier—a fast-rising Chinese semiconductor equipment firm reportedly linked to Huawei—has unveiled two domestically developed EDA products with fully independent intellectual property rights at China’s SEMiBAY.

As the report states, Qiyunfang’s EDA tools deliver a 30% performance improvement over industry benchmarks in key electronic circuit design metrics, while shortening hardware development cycles by 40%. The president of the company’s Electronic Engineering EDA business unit said the products have already entered the market, with more than 20,000 engineers currently using them, according to STAR Market Daily.

The global EDA market remains dominated by U.S. and European firms. According to TrendForce, as of 2024, Synopsys, Cadence, and Siemens held 31%, 30%, and 13% of global market share, respectively. TrendForce also notes that by 2024, China’s self-sufficiency rate in EDA software exceeded 10%, marking a notable improvement from previous years, with domestic players such as Empyrean and Primarius showing rapid growth.

In addition to Qiyunfang, another SiCarrier subsidiary, Long Sight, has unveiled its self-developed next-generation ultra-high-speed real-time oscilloscope. As noted by another report from Yicai, the device achieves a bandwidth exceeding 90 GHz, a capability applicable to R&D support for 3 nm and 5 nm advanced nodes.

As noted by National Business Daily, Long Sight’s self-developed next-generation ultra-high-speed real-time oscilloscope is expected to boost the performance of China’s domestically produced oscilloscopes by up to 500%, ranking second globally. The report adds that in chip development, oscilloscopes enable engineers to visualize electrical signals. Since they must achieve higher precision than the devices they measure, oscilloscopes require technology at least one generation ahead.

Meanwhile, according to STAR Market Daily, SiCarrier itself did not release any new products at the 2025 SEMiBAY event, with all new product announcements instead coming from its subsidiaries.

Didn't mention gold once there. I proved that dependence on Russia is a drag on Chinese economic success.

With regard to gold.

If China abandons this now and lets the bankers/Trump win by crashing the price of precious metals, China bidding up gold is not going to get Western support next opportunity. As China would be known to be a sell out. China would be on their own as Western PM holders would have sold out long before. With a warchest owned by the Western bankers to defeat China easily. China needs retail investors and average investors to hold much of the Western gold and silver, depriving the central banks and manipulators of this hoard. If China does not want to fight against Trump/bankers, then expect precious metal prices to crash and never rise again. As there would be rush out of gold and silver, without Asian buyers, believing this to be the peak.

NATO shouldn't exist, China told MEPs

Chinese lawmakers told members of the European Parliament that NATO shouldn’t exist, and spouted Russian talking points about the war in Ukraine at a rare meeting in Brussels on Thursday.

The three-hour meeting between the EU Parliament’s China delegation and members of China’s National People’s Congress was the first of its kind in seven years, and came after Beijing’s decision earlier this year to lift sanctions on current and former MEPs.

But rather than a diplomatic thaw, the meeting was tense and testy, marked by the Chinese side challenging NATO’s legitimacy.

“During the meeting, the Chinese side has questioned NATO’s right to exist. I haven’t heard this stated publicly in this way before,” said Engin Eroglu, a liberal German MEP who chairs the delegation.

“From the Chinese perspective, there is no longer any reason for NATO to exist after the end of the USSR. I find this absurd in light of Russian aggressions against Ukraine and Eastern European countries,” he said.

“It wasn’t a dialogue,” said Miriam Lexmann, a Slovak centre-right MEP. “There was no attempt to answer our questions,” she said.

Lexmann said she raised human rights issues, including in places such as Tibet, Xinjiang, – home to the Uyghur Muslim minority – and Hong Kong, where China has faced criticism for repressing cultural, religious and political freedoms, but got no responses.

She added that the Chinese side pointed out that they were aligned with Brussels in the fight against climate change, but blamed the EU for taking the US’ side when it came to Israel’s war against Hamas in Gaza.

Lexmann also said she was “surprised” about the extent the Chinese parroted Russia’s narrative about the role of NATO in the war in Ukraine.

Another MEP, Markéta Gregorová from the Greens, wrote on X that she was left with “no pretence that dialogue was possible.”

“It is unbelievable that the president of China officially states that he is neutral in the conflict and that the territorial integrity of states should be respected, but then representatives of his Parliament come here to repeat Russian propaganda,” she said.

The MEPs also criticised Beijing’s decision to put export controls on rare earths, vital to much modern technology. The Parliament this month slammed China’s ten-year detention of Swedish publisher Gui Minhai, who has published works in Hong Kong that were critical of Beijing.

The meeting came after China’s attempts to rebuild ties with the European assembly, at least since November last year. “The visit by the Chinese delegation shows that they start to respect and understand the importance of the EP,” said Eroglu.

The two sides plan to hold a similar meeting next year.
