CTD finds RAW ties to targeted killing in Sindh as six suspects arrested

The Sindh Counter-Terrorism Department (CTD) on Saturday said that it found involvement of the Indian intelligence agency Research and Analysis Wing (RAW) in the target killing of a man in Badin district and arrested six suspects in this connection.

On July 30, the CTD had said it arrested four suspected members of a banned separatist militant group in Karachi over charges of killing a man in Badin’s Matli on May 18. During interrogation, the suspects had confessed that they had gunned down the victim, identified as Abdul Rehman. A case was registered under terrorism charges.

According to a statement by the law enforcement agency today, “In a joint operation, Sindh CTD and the state intelligence agencies traced the network working for the Indian intelligence agency RAW (Research & Analysis Wing) and arrested six suspects.”

It added that the 45-year-old victim was “an innocent citizen who actively participated in welfare work”.

“The suspects escaped after unjustly killing him,” the statement said, adding that the Indian media had expressed “immense joy” over the murder and claimed that “an Indian enemy was killed in Pakistan”.

The statement further said that the provincial government had appointed a joint investigation team under the leadership of the CTD deputy inspector general of police for investigation.

“During the investigation, thoroughly reviewing all aspects, including suspects’ statements, records and bank transactions, there was clear evidence suggesting the involvement of the banned organisation Sindh Revolutionary Army in the facilitation of RAW,” it said, adding that teams have been formed for further arrests.

Speaking during a press conference today, CTD Additional Inspector General (AIG) Azad Khan said, “Based on technical information, four suspects, Umair Asghar, Sajjad, Ubaid and Shakeel were arrested on July 8. Upon investigation, there was proof of their links to RAW.”

He continued, “The investigation also proved that the mastermind of this (killing), residing in a Gulf state, was an Indian agent and handler Sanjay Kumar alias Fauji.”

He explained that Sanjay had hired a resident of Sheikhpura named Salman. “On May 12, Salman travelled to Hyderabad and stayed at a hotel. His four accomplices came from Muridke and Sheikhpura,” he said, adding that they monitored the target’s movements for five days.

AIG Azad said that three of the suspects — Shakeel, Ubaid and Sajjad — went to Matli to carry out the killing, adding, “Umair and Salman stayed at the hotel in Hyderabad and handled the operation from there.”

“Sanjay stayed in contact [with them] from a foreign country throughout the incident,” he explained, adding, “Salman returned to the Gulf country through Karachi airport and escaped to Nepal.”

He further noted, “CTD also found that RAW spent a ton of money, sending money through banks and various sources.” Within terror financing, the CTD arrested Arsalan on Aug 17 and Talha Umair on Aug 22, he said.

The CTD recovered one 9mm pistol, one 30 bore pistol, one 125cc motorcycle and mobile phones from the suspects, he said. He added that RAW also utilised a separatist organisation and further investigation is underway.

The official also stated that “such extra-territorial killings” are considered state-sponsored terrorism under international law.

Noting the Indian spy agency’s previous involvement in “similar actions in other countries”, he said, “They use criminal elements, terrorist groups and proxies. That was also the modus operandi in this case, as evident in the facts on RAW’s involvement during our investigation.”

On Monday, an anti-terrorism court in Karachi remanded a suspected RAW agent in the CTD’s custody, Muhammad Arsalan, over his alleged terror financing and facilitation in this targeted killing case.

The CTD claimed that initial interrogation revealed Arsalan and Umair’s involvement in terror financing, while the remaining suspects were directly linked to the targeted killing of the citizen. It added that an “Indian national” had given them the target and paid Rs3 million.

In June, four suspected Indian agents were arrested in a raid carried out in Karachi’s Quaidabad area. “The suspects had made videos and captured pictures of the country’s sensitive installations, which they used to send to RAW using specialised software,” police claimed.
 

CTD officer shot dead in Pishin

QUETTA: Some unknown armed motorcyclists shot dead an officer of the Counter Terrorism Department in Pishin Town, officials said on Friday.

They said that the incident took place late Thursday night when CTD sub-inspector Inayat Ullah was going home.

“Armed attackers targeted the officer at Bacha Khan Chowk in the main Pishin town,” senior police officer Raiz Ullah said, adding that after the shooting, the armed men escaped.

Police rushed to the area after receiving information and took the body of the CTD officer to a local hospital.

Police have registered a case against unknown armed men and further investigation is underway.

Nine terrorists killed in Upper Dir operation

At least nine terrorists have been killed in a three-day operation conducted by police and Counter Terrorism Department (CTD) in Upper Dir, Aaj News reported on Tuesday.

Two civilians were also martyred and several police officials sustained bullet injuries in exchange of fire between security forces and terrorists.

Prime Minister Shehbaz Sharif and Interior Minister Mohsin Naqvi hailed wiping out of the terrorists affiliated with the network referred to as Fitna al-Hindustan.

PM Shehbaz lauded the security personnel and their officers for the successful operation against the terrorists, saying, “CTD and police officers and personnel are working day and night to protect the beloved homeland from the vile designs of the Khawarij miscreants.

“The entire nation, including myself, is proud of our brave officers and personnel,” the prime minister said.

Premier Shehbaz also expressed grief over the martyrdom of citizens during the operation, praying for the elevation of their ranks and patience for their families.

He also prayed for the swift recovery of the personnel injured during the operation and directed that they be provided with the best possible medical facilities.

Interior Minister Naqvi said by sending nine terrorists to their ultimate end, the KP Police and CTD had demonstrated exceptional courage and professionalism. “I salute the brave sons of the police and CTD for this major achievement. The entire nation is proud of their valor.”

KARACHI: The Sindh Counter Terrorism Department (CTD) and federal security agencies have arrested five suspected terrorists in joint intelligence-based operations in different neighbourhoods of the metropolis.

According to a CTD spokesperson, the raids were carried out in Manghopir (District West) and near the KMC Sports Complex on Kashmir Road (District East) on the basis of credible intelligence regarding terrorist activity.

Two of the detainees have been identified as Allah Noor and Sarfaraz, alleged operatives of the banned Tehreek-e-Taliban Pakistan (TTP), while three others - Saleem, Jahanzeb and Imdadullah - were said to be associated with Al-Qaeda in the Indian Subcontinent (AQIS).

Illegal firearms were seized from the suspected terrorists and sent for forensic examination. Initial investigations revealed that the men had reportedly undergone military training in a neighbouring country and were planning to carry out terrorist activities in the metropolis.

Cases have been registered against them under the Illegal Arms Act at the CTD police station. Officials said further interrogation is underway to trace their network and find out details of their plans.

The Counter-Terrorism Department (CTD) in Balochistan killed four terrorists during an IBO in the Pishin district. According CTD spokesperson the IBO was launched following a tip-off about the presence of terrorists in the area.

"During the encounter, four terrorists were killed in an exchange of fire," the spokesperson said. Officials said the terrorists were plotting attacks in the region, but the timely action by the CTD foiled their plans. Explosives and weapons were also recovered from terrorists, they added.

PESHAWAR: In an intelligence-based operation, the Peshawar Counter Terrorism Department (CTD) killed three terrorists, including the masterminds of the Chamkani suicide attack near Ali Masjid in Khyber district.

According to a CTD spokesperson, the slain militants were identified as Mohammad Naeem alias Abdul Nasir and Mohammad Karim, both residents of Karak, who played key roles in the Chamkani bombing. The third militant, Noor Nabi, was an Afghan national from Nangarhar province.

Acting on a tip-off, a CTD SWAT team raided a suspected hideout. As the team approached, the militants ambushed the security personnel, triggering a gun battle that lasted nearly half an hour. CTD officials said the personnel responded with full force and neutralised the attackers.

Following the firefight, security forces recovered the bodies of the three militants. However, a top commander of the banned Islamic State Khorasan Province (ISKP), Fazal Noor, managed to escape under the cover of darkness along with several associates.

The CTD seized a cache of weapons from the site, including three sub-machine guns, 12 magazines, 135 rounds of ammunition, and three bandoliers. Authorities said the group had been planning a major terrorist attack, which was foiled by the timely operation. A search is under way in the area with heavy security presence as forces tighten the cordon to track down the fleeing suspects.
 

89 terrorists arrested over 3 months across Punjab: CTD

The Counter-Terrorism Department (CTD) has arrested 89 terrorists in 940 intelligence-based operations (IBOs) launched across Punjab over the past three months, the department said in a statement on Monday.

There has been a recent uptick in terror attacks in Pakistan over the past year. The CTD regularly carries out operations to prevent and investigate terrorism-related activities and gather intelligence.

During the three months, 14 terrorists were arrested in Lahore, 14 in Rawalpindi, seven each in Faisalabad and Bahawalpur, six each in Jhang and Sargodha, five in Sahiwal, four from Gujranwala and three each from Bahawalnagar and Gujrat, the statement read.

“Of the arrested terrorists, 55 belong to Fitna al Khawarij, five are from ISIS (Islamic State), and two each are from Al-Qaeda, Hizb-ut-Tahrir and Jeay Sindh,” the statement added.

The state uses the term Fitna al Khawarij to refer to terrorists of the banned Tehreek-i-Taliban Pakistan (TTP).

According to the CTD, items seized during the raids include 20.2 kilogrammes of explosive material, 85 detonators, 183 feet of safety fuse wire, 717 pamphlets belonging to a banned organisation, magazines, detonating cord, mobile phones and cash.

The CTD added that 87 criminal cases have been registered against the arrested suspects, and investigations are underway.

“The arrested individuals had been planning attacks on important buildings in several cities,” the statement read. “CTD Punjab remains vigilant and committed to the ‘Safe Punjab’ objective. We will spare no effort to bring terrorists and anti-state elements to justice.

“In related security activity during the current week, local police and security agencies carried out 13,521 combing operations, checked 552,692 people, arrested 1,131 suspicious persons, registered 1,061 FIRs (first information reports) and achieved 906 recoveries.

Earlier this week, the Khyber Pakhtunkhwa CTD neutralised three terrorists, including an Afghan national, during an IBO carried out in Khyber district.

Two of the three militants killed during the IBO were involved in a suicide bombing in Peshawar, which led to the deaths of a sub-inspector and a constable.

A statement issued by the CTD said that the department conducted the operation based on the reported presence of Fazal Noor, a commander of the banned militant group Islamic State Khorasan Province and his group members in the Ali Masjid area of the district.

Two ‘wanted terrorists’ killed in tribal districts

SOUTH WAZIRISTAN / LAKKI MARWAT: Two wanted terrorists were killed in separate operations in the tribal districts of Khyber Pakhtunkhwa on Monday.

In South Waziristan, police officials claimed to have killed a commander from the proscribed Tehreek-i-Taliban Pakistan (TTP).

Official said that Qari Hussain was killed in a firing incident in a remote part of Birmal Tehsil, Lower South Waziristan on Monday.

Police officials described the militant as a key figure in the TTP, having been involved in attacks on security forces, extortion, kidnapping, and targeted killings.

Separately, a militant was killed in a fierce clash with local police — who were backed by armed locals — in the Wanda Amir area of Lakki Marwat district on Monday.

A police official said that area police, with the help of armed villagers and members of the peace committee, launched an operation in the rural area on information about the presence of Fitna-al-Khwarij (the term used by the state to refer to TTP) terrorists there.

He said that an intense exchange of fire took place within the limits of Saddar police station wherein a terrorist was eliminated.

“The killed terrorist was identified as Hikmatullah, and he was wanted by police and Counter Terrorism Department (CTD) in various terrorism-related cases”, he maintained.

Lakki Marwat DPO Nazir Khan told Dawn that the Elite Force commandos, backed by armoured personnel carriers, also took part in the operation.

He said that police and people would jointly launch actions against the menace to eliminate it from the district completely.
