Once a war starts these school/shelter/hospitals only become a "building". There is not a single functional civic body in Gaza which can stop Hamas from using those buildings , hence avoiding collateral is impossible.
Even Hamas ended up killing hundreds of people in the parking lot of that hospital while they were firing unguided pipe rockets.

• Targeted an Israeli infantry force with a ‘Ra'adiya’ anti-personnel device east of Khan Yunis, causing many deaths and injuries.
• Targeted an Israeli military excavator and a Merkava tank with ‘Al-Yassin 105’ shells east of Khan Yunis city in southern Gaza.

Al-Quds Brigades’ operations:

• Engaged in clashes with Israeli regime forces using machine guns and anti-tank shells in the axes east of Bureij and Mughazi camps in central Gaza.
• Shelled a gathering of Israeli soldiers in the axes north and east of Bureij camp in central Gaza with a barrage of mortars.
• Shelled Israeli military vehicles southeast of the Al-Zaytoun neighborhood with several mortars. Engaged in clashes with regime forces in the Al-Mahatta axis, east of Khan Younis, resulting in a number of Israeli casualties.
• Engaged in clashes with regime soldiers in the Mukhabarat area north of Gaza City, and detonated an explosive in a military vehicle, causing deaths and injuries.

Martyr Omar Al-Qasim Forces’ operations:

• Targeted a gathering of Israeli military vehicles southeast of the Al-Zaytoun neighborhood with a number of mortar shells.
• Engaged in clashes with regime forces in Khan Yunis, fired an RPG grenade at their vehicles, causing deaths and injuries among the ranks of the Israeli army.
