We don't build Yamaha or for that matter any petrol engine in the country! We used to build from scratch the engine of Bedford truck (Rocket) BECO/PECO when the entire production line was shifted to Pakistan from UK. These engines were used in tube wells, fishing boats, and many other applications. But withe a lot of other good stuff that we used to be self sufficient in, we let it slide and now dependant upon imports.

You are encouraging Pakistan to have a purely defensive posture when its geography and economy doesn't even favour it too well. Your best bet is going all in on offense which favours you better - if you could only choose one.

But Pakistan has ir at least had an established pen manufacturing company Syyed Engineering LTD .
We grew up using their super cheap Allegro and Piano pens .
That was in the 80s

That's what I believe the Iranians did, I honestly believe we could have had a established engine Industry if the gorment had forced localisation on auto manufacters rather then letting them just build knockdown kits
