Keep in mind that Haifa is not actually that close to Lebanon. So the rockets striking it are larger and heavier medium range/long range ones. Tel Aviv is even farther away. Whereas it's closer for Gaza.

It's early in the conflict, Hezbollah is not overwhelming the defenses yet. Hezbollah is preparing different responses which we will see tonight and in coming days.

Lol even if hezbollah is defeated there's still Syria and Iraq for Israel to deal with. Hezbollah is just one of many proxies of the IRGC.
