Brother from my phatichar understanding of Iranian military war-fighting doctrine, this is due to the very system they employ known as دفاعِ موزائیکی.

The Iranians studied the 2003 Iraq war and came to the conclusion that a unified centralized command authority is vulnerable to a direct attack or elimination by a highly organized enemy attack.

As Iran faces multiple threat actors, they developed this decentralized command doctrine with provincial independence, pre-delegated authorities and successor protocols to ensure the survival of the command and fighting force. It has worked out well for them.

So, I think it is unfair when people say Iran doesn't have a chain of command, it very much does, it's just not how traditionalists would envision a chain of command per say.

Just like any country you have different factions with different opinions on how things should be done, Iran is no different. As for one voice, even America can't seem to speak in unison these days...

The decentralized command makes perfect sense for wartime. But it becomes a hindrance and obstruction when it comes to conducting negotiations and honoring the terms of the negotiations.

Project was moot once Iran came under US sanctione and the USD was not available. Pakistan would have ended up in the same mess as Iran Iraq pipeline which the US disrupts as it pleases. Hence no scope for reparations or anything.

Moot or not, Pakistan has failed to honor its side of the deal. That means you have to pay reparations. Fear of US sanctions is not a legit reason for failing to observe your responsibilities in a signed contract.

There was no deal left to honor due to the sanctions regime imposed in Iran. Pakistan was also a loser as it was forced to keep buying more expensive energy from GCC. There was no violation by Pakistan and no scope for any reparations.

The only country still buying Iranian energy is China and it's doing it in defiance of sanctions and as part of its geopolitical calculations.

Iran has always acted like this in the last 20 years. It's been one of the late Khamenei's legacies. One side pretends that they are against negotiations, the other side begs the West for negotiations.

It's for internal consumption. The regime wants to beg the West and keep its image intact internally.

I mean we can argue about this till we are both blue in the face, fact of the matter is Iranians are fighting the war, they have a better grasp on the nuts and bolts of this then us sitting here on PDF.

So someone fighting necessarily should have a better grasp because they are fighting? I doubt at least some wars in human history have gone like that. But I really hope you are right in case of Iran. Anyway, no point being 'blue in the face' over it. We are mostly speculating here.
