You're missing the point. He is not promoting federalism. He's promoting local councils with oversight/facilitation by central government. I believe China is organized like that. Not sure if it's 'against' the current constitution...it doesn't seem to be. He's using the term 'doval' which is overridden to mean 'councils' which I believe structurally already exists in the IRI. He seems to be promoting shifting more power to current councils.

Obviously nothing new here and with its own pros and cons. If done properly far better than this bogus huge national voting.

This seems to be the most comprehensive 'straight from the horse's mouth' source of info on the candidates. No secondary pimped sources. Unless I'm missing something the vast majority of conversations (as of now) focus on internal economy and nothing on foreign policy. Note, the President implements FP and doesn't create it.
