Governor Jindal was a governor of Louisiana. He was very successful in fixing some of the financial problems of the state (corruption, bankruptcy ....). He went to Congress but got bored there. He got tired of politics and quit though he did make a (very) feeble attempt at run for presidency. All in all, a very smart and successful man.

Basically, we don't have any "you can't" rules. If the President wants, he can pick a random guy on the street and appoint him for any position in the federal government.
