Who told you a latest AIP sub, a modified version of Yuan-39B/C is lowest tier tech? Then why China is adding those to its own fleet in great numbers? BTW, why we have to compare ourselves with China? We have to see how it compares with anything in india. So here's the fact is that Pakistan will have 11 modern AIP subs by end of this decade and India will have hardly only 1. Indian submarine fleet is really very old, majorly based on old russian noisy subs, even the scorpenes are non-AIP with just 1-2 days of submerge capability.
As far as defense budget is concerned. Pakistan's stated defense budget is 12 billion dollars but its an open secret that it spends far more than that. Secondly, our procurement is much smarter. J-10C owned Rafales in REAL Combat but its cost is significantly less than Rafales. Similarly the fleet maintenance cost is much lower because mostly its same supply chain / logistics / systems when it comes to JF-17s / J-10Cs.
Lastly, the vast amount of indian defence budget gets eaten up by salaries and pensions. So you can't really draw conclusions based on defense budget. Otherwise trillion dollars US versus peanuts of Iran, the war would have ended the first day but here you have Trump literally begging for deal, crying out to europeans for help. I am getting tired of explaining you basics. When will you ever open your mind?
Also the stupid power projection projects which eats up another bulk of your budget have zero practical value against Pakistan. Pakistan don't get into such things. Pakistan only buys serious and lethal platforms specifically keeping india in mind.
Pakistan and India are exactly in same league when it comes to military might. Some of your own analysts consider Pakistan much ahead of india when it comes to air force, force structure, Electronic warfare and other elements. But still india is not that far behind, its pretty much in same league.
