US in "not backing Sisi" never went as far as changing the meaning of words in use in English language for centuries...e.g. the word coup is no longer meant to reflect an overthrowing of a democratically elected gov't. That was an outdated and obsolete understanding of the word, per Barak Obomba...
I remember GWB had the evangelical zeal about democracy and his administration was pressuring Middle East countries to hold elections thinking that is the cause of discontent. His administration had a lot of hope in the various 'revolutions' that appeared to sweep away dictators and bring popular governments. Then when the elections of 2011 brought Muslim Brotherhood into power in Egypt, they realized their stupidity. Then, when Morsi was replaced by el Sisi, they decided to keep quiet and not say anything critical of him. This has been the realization that GWB's push towards elections/democratization does not always end well and each nation should find out what works best for them. Obviously, the examples of Iraq and Libya have taught them the lesson. Both were stable, if unpleasant, countries with Saddam and Gaddafi. What has happened after them seems worse.

One way to increase safety of the protest movement is to have multiple apps, and affiliate groups that know nothing of each other and protest independently of each other.

So that if one group is infiltrated or its app administrators compromised, the other groups need not be taken down. Heck, if one app goes down, people can join a different app if it looks like that protest is working.
 
In Barcelona, during the protests by the Catalan party against the central government for independence, the protesters devised a very clever strategy. They understood that there were informants, and sensitive party information could easily be leaked to secret services. To counter this, they developed an app that was not available on mainstream platforms like the Apple Store or Google Play; instead, it was accessible on the dark web. Only a select group of trusted individuals had access to this app, which was designed to coordinate surprise protests.
The brilliance of the app lay in its ability to issue sudden protest calls, where protesters would appear within 30 to 40 minutes. I lived in Barcelona at the time, and everything seemed normal—until, within a matter of minutes, the streets were completely blocked. The police and intelligence services were consistently caught off guard, as protesters managed to shut down entire parts of the city in mere minutes.
I believe that if Pakistanis want to effectively resist the fascism imposed by the current military generals and the authoritarian government—who are actively torturing, kidnapping, and destroying people’s homes—Pakistan Tehreek-e-Insaf (PTI) must adopt a similar approach. If they wish, I can assist them in creating such an app.
This app could be revolutionary for the movement. It would eliminate the need for compromised leadership and prevent leaks. Imran Khan, who has been unlawfully imprisoned for over a year and a half, along with his sisters, nephews, and other family members, may not have the freedom to lead, but this technology could empower the people to act.
With this app, every city would have groups of people with access to sudden protest calls. For instance, if an emergency call goes out to block Islamabad, people from Islamabad and surrounding areas would be notified, and within 30 minutes to an hour, the city could be shut down. Similarly, if a call is sent to the people of Rawalpindi, they would be able to block the city within the same short timeframe.

By adopting such innovative tactics, Pakistanis could effectively resist the ongoing oppression and bring about meaningful change without relying solely on leaders who are being targeted and silenced.

1. They will be sent to jail for accessing dark web. Their crimes will include child pornography, selling state secrets on dark web, and undermining democracy. These crimes will result in 20 years jail time for them, maybe even death penality.

2. Downloading and using an unauthorized App for communication is also illegal as per PTA. So that alone will send them to jail for 5 years .

What worked in Barcelona won't work here. Wahan insaan basty hy, Yahan Quaid e Azam zinda hota to wo b house arrest me hota.

One more alternative is to make a Progressive Web App which does not require any App Store to install. It installs in web browser directly.

If they cut off internet there is more one way... just a bit harder. One person/few persons can install a WiFi AP in their vehicle or put it in their packpack with a Li Ion battery. They can preshare certificate for authenticating with this AP and for identifying this wireless network. If PoPo disables internet, people can join that WiFi network in a protest. If few vehicles have those APs, they can form a Mesh network. They can even use a WiMax connection between APs to form a large AdHoc network.

With little bit of configuration it can completely remove any requirement of internet for coordination.
