Japan, along with Britain and Italy, are working toward formal participation by Saudi Arabia under the treaty, but on condition that Saudi Arabia demonstrates beefed up technical capabilities and information security measures.My research says UK and Italy accepted KSA in a while ago. However, Japan was concerned about "technology leakage" to Russia and China through KSA (how shameful is this). It was also Japan who insisted KSA not join the project. And later, accepted ONLY on the condition of KSA sitting on the sidelines, and only come in when the technology is build out. Be a part of the end products testing and buy as many as they want to. Yet, have nothing to do with technology transfer and build process. Similar to how they buy F-15's right now. US does all the work and invites KSA pilots when jets are ready. They participate in flight test and training and then take it home.
Middle Eastern countries need to break away from this habit of being the end users when they pay for the products. Its dumb to say the least. If I had that much money, I would start these projects internally so as a country, MY people get the technology expertise so I can further my own internal projects. Similar to what Turkey is doing.
