Greeks had tried to rebel sporadically many times in the previous centuries,but 1821 wasn't because the Sultan was busy fighting Iran or whatever,Greeks had been preparing for a long time to coordinate a rebellion simultaneously from the south and from the north. It depends what you mean. If you mean in battles,Greeks have won numerous numerous battles against Turks one-on-one.Or who are the Greeks to fight the Turks one-on-one?
Greeks have never been able to fight against the Turks one-on-one in history.
If you mean wars,the problem was by the time Ottomans were formed,the Byzantine Empire was fractured and getting weaker by civil wars and various invasions. So,by the time you conquered all of Rum,you were a powerful empire. And when we started the war for independence,you were still a huge empire,that's why all the once-mighty nations of the Balkans united against you: Greeks,Serbs,Bulgarians,Romanians.
