Resolution will not have much impact on US policy towards Pakistan, says Michael Kugelman

  • At least 368 members of house voted in resolution's favour.
  • Lawmakers urge "full and independent investigation of claims".
  • American scholar Kugelman terms resolution vote significant.

The United States House of Representatives Wednesday expressed its support for democracy and human rights in Pakistan by a massive majority, approving a resolution urging an impartial probe into the claims of irregularities during the February 8 general elections in the country.

At least 368 members of the US house voted in favour of the resolution and called for a "full and independent investigation of claims of interference or irregularities in Pakistan’s February 2024 election". Around seven members have voted against it.

According to the House Resolution 901, representatives have voted to "express support for democracy and human rights in Pakistan".

Through the resolution, the US lawmakers have emphasised on the need for the Pakistani public's participation in the country's democratic process months after its general polls were contested as "rigged" and its outcome termed "delayed" by political parties now seated on the opposition benches in the legislature.

The Pakistan Tehreek-e-Insaf (PTI) is among those opposing the results of the polls after its candidates faced immense hurdles in their run up to their participation in the vote, leading them to participate as independent candidates and being deprived of their iconic bat symbol following a legal battle with the Election Commission of Pakistan (ECP).

The country's two major parties, Pakistan Muslim League-Nawaz (PML-N) and Pakistan Peoples Party (PPP), along with other political parties, formed a coalition government in the Centre following the polls, leaving the candidates of PTI and other political parties with the opposition seats.

The resolution, on the other hand, has denounced "attempts to suppress the people of Pakistan’s participation in their democracy, including through harassment, intimidation, violence, arbitrary detention, restrictions on access to the Internet and telecommunications, or any violation of their human, civil, or political rights".

The resolution also condemned “any effort to subvert the political, electoral, or judicial processes of Pakistan".

Sharing his views on the development, Michael Kugelman — the South Asia Institute director at the Washington-based The Wilson Center — said that at least 85% of the members of the House of Representatives have voted in favour of the resolution.

"What really stands out for me is the margin of the vote, and the number of Members that voted. 85% of House members voted on it, and 98% voted in favor of the resolution. This is quite significant," wrote Kugelman in a post on X, formerly Twitter.

The American scholar added that the resolution will not have much impact on US policy toward Pakistan. However, he also maintained that the Joe Biden administration itself has called for an investigation into election irregularities concerns.

A few days after the elections in Pakistan were conducted, US State Department said it was appropriate for the Pakistani state to investigate the allegations of rigging in the general elections.

"We think that’s an appropriate step to take. That's our response to questions of irregularities not just in Pakistan, but when we see them anywhere in the world. We think that they're thoroughly investigated and resolved. And so that – we will continue to call for that," said Spokesperson Matthew Miller, addressing a press briefing in February.

Meanwhile, Kugelman also said that the American lawmakers' vote "does raise questions about what additional legislation we could see re[garding] Pakistan".

What’s the point of it now after deliberately destabilizing Pakistan since ciphergate conspiracy?

SECRET PAKISTAN CABLE DOCUMENTS U.S. PRESSURE TO REMOVE IMRAN KHAN

“All will be forgiven,” said a U.S. diplomat, if the no-confidence vote against Pakistan Prime Minister Imran Khan succeeds.

Oh, I forgot, Ryan Grin (co-author of this article) is also a PTI supporter. Same as The National Security Committee of Pakistan:
The National Security Committee (NSC) decided on Thursday to issue a "strong demarche" to a country, that it did not name, over a 'threat letter'— purportedly showing evidence of a foreign conspiracy to oust the PTI-led government — terming it "blatant interference in the internal affairs of Pakistan".

As I said, republishing 1 year old news will not make it fresh
I completely agree. I was just giving a thought on how US lawmakers now “worry” about Pakistani democracy, when their own US State Department had a direct hand in destabilizing Pakistan since 2022 (Ciphergate).

There was no attempt to destabilize which was NOT enabled by Pakistanis themselves.

IK and some PTI leaders also complicit in blowing up a minor memo which was to be just filed for note. But in this case weak leadership at establishment (for a variety of professional and personal reasons) caved in and enabled the very internal politics to destabilize the PTI government.

The US did not do ANYTHING which MANY other nations do - it just did not expect how much Pakistanis are compromised in their self confidence and selfish to their interests to create the ruckus it did.

Biden was sending PTI a message all was not good - and it was to be taken as “Ok, let’s try to repair things” - instead, the coordinated political moves by PML(N) were boosted by an establishments that also instead of simply going “noted” and maybe sending the PM a short not went ballistic and caused the fiasco which led to the last hope for the Pakistani middle class to end.

No amount of scratching the lamp post by expat PTI supporters will do anything other than embarrass the current leadership because the damage to the social interest of educated middle class in Pakistan is over.

Today, most will not cry if the wet dreams of genocidal bhaktoras on this forum come true of attacks or invasions to create Sindhustra or Azad Balochistan or Pakhtunistan.

They will work around whatever happens despite it and keep focusing to make their lives better or move out.

“A minor memo” that threatened Pakistan with severe consequences - if the sitting PM of Pakistan wasn’t removed under the upcoming vote of no confidence. Reason being - that PM’s “aggressively neutral” stance on Ukraine - which was unacceptable to US, as per the leaked contents of the cipher. And thus, the brave Pakistani generals caved in as usual (just like they did during Soviet invasion of Afghanistan and after 9/11 terrorist attacks) - all leading to 2 years of continuous destabilization of Pakistan as we speak. But you go on and blame PTI / Imran as usual.

Grandstanding vote by a bunch of rascals who have not passed a budget in regular order since 1997.

there is so much confusion in this matter and it is deliberate of who did what role in this cypher case and the only thing we know is that this confusion make everything so blurry and muddled. at least we must understand that this blur of the situation is by the people who wanted it to be uncertain of the events happened.

not a single person knows sh!t about the matter and think saints of themselves (talking in a broader perspective), narrating what suits their liking.

state affairs sometimes take years or decades to come to light even that by an incidence or some wikileaks if ever happen.

why don't we stick to this current event in the OP please.

What confusion? A threat from US diplomat was received in person by the Pakistani ambassador. It was conveyed to the govt via cipher. A strong demarche was issued to US as a result - but the regime change operation still continued unabated to this day: “Remove PM Imran through VONC or Pakistan will face the consequences” - according to leaked contents of the said cipher:
The National Security Committee (NSC) decided on Thursday to issue a "strong demarche" to a country, that it did not name, over a 'threat letter'— purportedly showing evidence of a foreign conspiracy to oust the PTI-led government — terming it "blatant interference in the internal affairs of Pakistan".
