Vietnam seeking to learn from China with high-speed rail plan​

HANOI, April 1 (Reuters) - Vietnam is seeking to learn from China to develop its first high-speed railway network, according to its government, with plans in the works for a rail line running the length of the country.

Vietnam is planning to build a 1,545 km (960 miles) high-speed system with a price tag that could be as much as $72 billion, or 17% of its gross domestic product, according to state media.

"China's railway industry is the world's most developed, and Vietnam, therefore, wants to learn from its experiences, especially in terms of technology, financial mobilisation and management expertise," a government statement at the weekend said.


It was released as Vietnam's Minister of Planning and Investment Nguyen Chi Dung visited to China, where he talked with Chinese trade and transport officials and railway executives.

Vietnam and China signed dozens of cooperation agreements, including on railways, during a visit to Hanoi by Chinese President Xi Jinping in December.

Last year, Vietnam's government said it had asked Japan for support in building the high-speed railway.

Southeast Asia has so far been slow to adopt high-speed rail, despite plans in place for years by Vietnam, Thailand and others.

Only Laos, Vietnam's less developed neighbour, has a high-speed system, which was funded by Chinese loans, against the advice of economists who warned the country could be saddled with debt for years.

No timeframe has been announced for the high-speed system in Vietnam and the plan would be submitted to parliament for approval later this year, according to the government.

China should have no part in building HSR in Vietnam in any way. It's better for Vietnamese to learn HSR tech and management expertise from Japan, Germany and France and have they build the HSR there instead. It's good for both Vietnam and China that way.

Fortunately, it's a good thing for both China and Vietnam that you live in Canada. But yes, I think it's better for Vietnam to work closely with Korea as they tend to offer better quality and ToT, standing out against Japan or China.

Hey, it's the Vietnamese gov keep sending delegations to China asking Chinese companies to participate. Yeah, you people should ask South Korea to build it for you, their tech and work are better and can give you better deals. Just don't keep asking China for help in HSR or infra.

Why limit our options? Whether it's Japanese, Chinese, Korean, or even French firms, we have a variety of choices for constructing our railways. Just because you don’t like it doesn’t mean it will halt potential cooperation between Vietnam and China.

Hey, that's also the opinion of many Chinese and Vietnamese too. You people should seek help in high tech and infra from others. It's better for both that way.

As I mentioned before, if China offers Vietnam the most advantageous deals, then we'll proceed with Chinese companies for our railway projects. It's well understood that in authoritarian regimes, personal opinions don't carry much weight.

I believe the JAP Shinkansen is more better for Vietnam.

By using China HSR, Vietnam can connect Beijing to Hanoi to Singapore, without need changing train.

Island countries like Indonesia and Philippine don't need it, because they are disconnected by land from everywhere.
 
I believe the JAP Shinkansen is more better for Vietnam.
Thank you for your suggestion. However, I'm confident that VCP has the expertise to select the most advantageous deals for Vietnam's high-speed rail projects.

That's what they wanted, the Japanese Shinkansen all along, it's better for both Vietnam and China that way.

Anyway, they dont want to be integrated with China and ASEAN countries on the continent, they want to be allied and integrated with US and Japan instead.

The benefit of being friendly to USA is the easy money.

USA can print money whatever they want and then using the money to buy a lot of good from Vietnam.

It will boost Vietnam economy from poor country to a wealthy developed country.

China can't do the same as USA.

China must make money just like everybody else, buy raw material, work hard to transform it to a finishing product, and sell it to other country for profit.

The profit that China made is actually, indirectly came from USA who was giving it to other countries before.

Other options are set up for negotiations with China.

I just hope the US can make Vietnam a rich developed country soon, good luck to them. But, without Chinese suppliers and investments too, all these are not easy. Most foreign investments in China over the decades are not from US and the West, but greater Chinese sphere like HK, Singapore and Taiwan. China just has access to Western markets, but the Western consumers benefited a lot too.
